All cities have similar problems. I am Brazilian and what I see here is that a very large investment was made in human sexuality, they gave sexual freedom to everyone and with that came unwanted pregnancies, children without parents, lack of opportunities, crimes, drugs , the homeless, and today the zombies that live on the outskirts of the city. there is no magic solution, combat is very expensive, so the government hides from its obligation. I think they would have to be compulsorily collected from the streets, taken somewhere for treatment and resocialization, and prohibited the disordered birth as it is today. having children only if you prove to be able to raise children who will become adults someday and prepare them for the world. it is becoming unfeasible to live in large centers.
