For countries below the equator like Indonesia seas have cold water

I went to Padang Padang beach in Bali in Indonesia. I found over there that in the months of November also the sea waters of the Pacific Ocean are cold. Even during the afternoon it is not tropical sea. May be the sun is very mild in southern hemisphere.
