It's tricky and it depends. Without much back story it is hard to have a strong opinion. But it DOES depend on the back story. There are people who no longer get help from me because there is a point it is no longer help but support, or enabling someone. In order for help to be given and for people to want to offer it, people need to see that it WORKS and ACTUALLY HELPS.
For example, if someone is perpetually in debt and has money problems, and they never actually do anything to use the monetary help to get OUT of their situation, there is a point when it is no longer help at all. The person is not getting it. The reality is not sinking in.
At some point you have to let people go and figure things out on their own.

I'm facing the same problem myself with trying
to get the cabin done I've hired 2 people, but I
can't seem for the life of me understand why
they aren't willing to help when I pay WAY more
than what they get from working where they are.
They don't have to drive anywhere, they don't have
to wait on their $, they don't have to wait on supplies
they don't have to use their own tools, I just don't get it.
