Primary Election Time in Oregon

My favorite Blue state!
The two worst things on my local ballot are, #1, a $15 million dollar bond to build a multi-use (privately owned baseball team really) at our publicly owned fairgrounds. We have had a farm team, very minor league, of the SF Giants. I'm hoping and think it is likely that local voters will not want to raise property taxes for this purpose.
Secondly, we have a Star Voting item that would eliminate primary elections for mayors and city councilors. It is a "ranked voting" that would require the city to spend a lot of money on a new ballot system when the current one is working well for One Person, One Vote.
Is there ranked voting yet where you live? Does it work well?
Would you vote to raise taxes to build a sports stadium for a privately owned ball team?
Are you worried that this election year will be more chaotic than the last one?

He seems a bit like a strong man governor of the country, a bit like Trump would want to be here. I hope we do not get 4 more years of Trump.
