If any government decides that their country should limit the number of children, that is their choice of course, but in China if people do have more than one child, then only one can receive an education etc at the expense of the government. However before a country decides to take this sort of action, it should be decided on a free and democratic vote by the population.
In general I think that people should only have the number of children that they can afford to clothe, feed and educate. If they cannot do those things, then they should limit the number of children they have. Of course the situation is worse in the poorer and less developed countries, where there is often not enough food to feed the population however often these people have a large number of children knowing that some of them will not live to adulthood.
I believe that people do need to be educated about these things, i.e. birth control, but that will be hard given the fact that in many poorer countries people are not literate.

I'm sure it isn't going to be a problem, alot of people are dying everyday from hunger and diseases. So, it'll be ok and the population will be balance.
