A) Call the police and let them handle it.
B) Get to know your neighbor, then find a way to mention the noise in friendly conversation. Try to get other neighbors to mention it too.
or
C) Every time s/he plays music loudly, turn your music up too. Eventually, s/he will get the message.

I think that we should have a good relations with the neighbours so that they also look after for us and they realize that what is good for us and what is not. And we should have atleast open discussion with our neighbours atleast to tell them that what they are doing good and what they are doing wrong.

hmm Is it what would I do or what DID I do?
I actually did C. I played my music louder then she did, but we were outside during the day.

Talking to your neighbors and asking them to lower the sound a bit during certain hours is the most appropriate answer. Tell the neighbor that you are not the only one to complain about the noise. If the neighbor refuses to comply I would report it to the landlord first. The final call would be to the police. Sometimes there is no other choice.
