If we're talking about West Wing then I'd say it's 50/50 between Bradley Whitford and Richard Schiff. Richard Schiff on that episode of Entourage may be the funniest thing I've ever seen on television.
If we're talking in general then Hugh Laurie is definitely up there for me, as well as Paul Giamatti, Phillip Seymour Hoffman and Michael C. Hall.

I got to say sam seaborn. I was really upset when he got out the west wing. With toby he really play great character of people behind a president's success.

Bradley Whitford was by far the best for the WW. I watched the show more for its insight into the political arena rather than the drama and Whitfords character was it. Surprisingly, he was well complemented by Janel Maloney playing Donna. The two of them played off each other so well it was almost as if their romance was real.

I think my favorite actor had to be Bradley Whitford. I saw him in "Scent of a Woman" at some point while WW was still on, and was very impressed with his performance there as well. (He plays a character that's only on screen for maybe ten minutes, but he goes from 0-60 in five seconds flat- calm to hot rage- and he does it so well!) He was able to portray several different kinds of relationships with many characters- I loved that he was one of the few to call CJ Claudia Jean- and a wide range of emotions. I'm kinda glad they had him be the one to get injured that first year, for example, because I don't know that anyone else would have been as convincing. They're all good actors, but he did a really nice job with the story arc.
