Does anyone here work for USPS? I have questions....

I sell on auctions online, so I understand about delivery confirmation and all that. So, I returned a few items I'd bought at a store online(regular store not an auction). It was a 6x9 padded envelope, and not thick enough for delivery confirmation. I was sending a few other things as well, and forgot to get the insurance. So, of course, my package has not arrived at the store yet, which is ticking me off because the store is having a major attitude with me because I'm questioning it.
So, I probably already know the answer, but do I have an recourse through the post office? Delivery confirmation only shows the zip code it was sent to anyway. So basically I should just pay the 1.90 instead of the 1.50 and get signature confirmation then?
And, what's usually the causes in these cases? Are the packages genuinely getting lost during sorting, or are they getting lost into a postal worker's pocket lol? This really sucks, I know when I complain the store will blame USPS, and USPS will blame either the store or me for not getting the delivery tracking.....Thanks for your help!
