It depends on the website and who is your intended audience. Certainly for a music website, it makes sense to have music, but for a general business website or most others, I prefer silence unless I consiously choose to have sound whether it is music or speaking. It's OK to offer it but don't force feed me or I'll be gone before I have time to see what else you have. If you insist on having it, at least have the initial volume low.

i agree with alexandria37, you should be able to have the option to turn it on or off when you like. i suppose the music would have to be chosen wisely though to suit the site.

I would prefer to have the option of switching it on or off because everybody's taste in music is different. If I forget to turn down the sound on my computer and I then log on to a website which has music, I get the fright of my life. It is not really necessary to have music but I suppose some people have their reasong for it.
