What's the best way to build legitimate traffic to a website?

I know Search Engines are great, but it's almost impossible to get high enough ranking for that to have much impact for most websites so what have you found that works?

reps05 Thanks for your response. That sounds like a great price, but since I've never heard of them, do they really generate sufficient traffic to justify the effort? I'm hoping to get hundreds building to thousands of hits per day.

reps05 Thanks for your response. Well, Free is certainly the right price. However, your link seems to offer a lot of programs that pay you pennies for reading emails and such, but I didn't see programs that appeared to be designed for getting traffic to my site....
