Being reincarnated as a dog or an animal means you arent a good person in your past life.

No I would not like to be a dog in my next life. I'd rather be soemthing on top of the predatory ladder or some animal that predators will not harm like adult elephants or lions or adult crocodiles.
Besides that I'd wouldn't mid being a virus that has a long hibernation cycle and could live for millenium together.

The idea of reincarnation is that you keep learning and reincarnating to learn the lessons that you need to go to the next level.
Once you've obtained human status you do reincarnate back as an animal unless you've lived such lazy, bad or disruptive life that your oversoul decides that the lesson of being an animal again is what is required.
For instance if you abuse animal you may be incarnated back as an abused animal to show your soul the error of it's ways.
