There is an old saying you do not know who you are chatting with a human or a dog. You can never trust anyone in online until you know the person. Lots of people say lots of lies while chatting. So I think until you know the person or see the person not to go for any relation. The best thing to do is ask to go for a coffee together or a pizza together and spend some time together and understand each other and then propose the girl. Ooops, some one please help me too regarding this. I had the same problem, i started chatting with a girls some 2 yrs before and we started talking on phone later, less frequently. but I feel good when ever i talk with her. I feel like proposing her, but she is such a kind of special who just talk with every one friendly, but hates people who propose her.
