Fertility and Mortality

During the second half of the 20th century, the global population explosion was the big demographic bogey. Now that worry has evaporated, and this century is spooking itself with the opposite fear: the onset of demograpgic decline.
Do you know the relations between demographic decline and fertility & mortality ?
Which countries have the demographic decline ?

The relationship must be (mainly)between Fertility & Birth Rate, not Fertility & Mortality!.

I don't think there's concern that the world as a whole will have a shrinking population, but some countries have a declining birthrate (like in W. Europe) and they are concerned about it. It seems like part of the concern is that they may become minorities in their own country, as immigrants have a higher birthrate.
German, Italy, and France are the countries that come to mind, and maybe also the Scandinavian nations.
