Is Bush's new energy policy reasonable?

I think it is a great goal to reduce our oil consumption by 20% in the next ten years and try to focus on more domestic energy, but can it really happen? I am optimistic about this idea, as it would produce better a cleaner environment for all and provide more American jobs. Is this is a good and attainable goal?
