I would go to various apartment complexes and rent apartments. Then I would go to the homeless shelter and ask them to refer me to people who just need a bit of a hand up, and I would give those people the apartments rent free, and also help them find jobs. Once they have a job, they could pay me some money, about a third of their income, probably not enough to cover the apartment fully. I'd set aside some of the money, and when they were ready to be out on their own, I'd give it back to them. Then I'd keep repeating the cycle. If I had a lot of money I'd do the same thing but own the apartments.
