I'm from North Philly and it is pretty bad, I lived in South Philly for a year, but wow... what a difference. I don't think it's the people, it's the city who neglects this part of town.

I don't see how south philly is dirty. Yes, there are some streets but its certianly not as dirty as some areas. As for the subways, they're godawful.

i think north philly is because there are all thouse abandoned houses and stuff. but parts of kensington and northern liberties and fistown are pretty clean though
