Maybe you can make a static website using flash but for dynamic website you need a programming language like PHP to process the form and connection to atabase like MYSQL. Now i'm learning how to put PHP and flash running together. For your information, you also need some actionscript programming to make the website navigation work.

You can make flash designs on your website without extensive programming, but I am not sure if you would want to do a whole site like that. CoffeeCup software has some good flash software that is really easy to use. I have used it on my two sites that I will give you a link to: http://www.savereligion.org http://www.thecarpentershousepa.org These are both incomplete works, but it is a start.
