With or without the MS SDK. Raw C++ has its place but not easy to find support staff for it. Depends on what you want to build. There are many ways to skin a cat. You dont have to use the Spade for everything sometimes a tea spoon will do.

In my experience, there really is no "best" programming language. Each language has its benefits and limitations, and it just depends on what you are trying to do, what knowledge you already have, and what will work best for you.
