Not where I live but it needs to be. It's incredibly dangerous and distracting and I'm sure causes many accidents.

In my country talking on a cell phone while driving is illegal. The cups will give a good fine for this.

In the UK it is illegal to talk on a mobile/cell phone whilst driving. A U.K. law outlawing driving while using a handheld mobile phone first took effect in December 2003, resulting in the issuing of 74,000 tickets during the first full year, but many drivers are still flouting the rules. So as of February 27, 2007, motorists will face the threat of getting three points on their license as well a fine of about $118 (60 pounds). It's quite simple. It's impossible to do two things at once and do them well." Just three seconds of a distraction is long enough to cause a serious accident. In that time, at a speed of 65 mph, a driver travels almost the length of a football field. First, drivers must take their eyes off the road while dialling. Second, people can become so absorbed in their conversations that their ability to concentrate on the act of driving is severely impaired, jeopardising the safety of vehicle occupants and pedestrians.

It certainly is illegal in my country of origin(Zimbabwe, except for emergency services when in the line of duty. The law was passed after a series of accidents involving "talking drivers". I am presently residing in Ethiopia and I understand that moves towards introducing regulations regarding talking and driving are underway.

It certainly is here in the U.K recently maximum penalty has been increased to 1,000 uk pounds for those who break the rules, i think it now also carries a ban. However a hands-free kit is easilly available and easy to fit. Blessed be

yes, it's illegal! but not everybody is complying...lots of people are stubborn nowadays..no matter how illegal it is..still lots of them are using cp while driving. there are also lots of reports of accident because of using their cp while driving but still some are not afraid of it. well, it's their prerogative..and they have to take the risk of it...it's up to them. i can't do anything about it...but to symphatize.

here in the philippines, i think it is illegal. but they should implement stricter laws and penalties to people who violate this rule. i still see a lot of motorists talking on their mobile phones while driving. traffic enforcers let these reckless drivers get away without any punishment. this has caused a number of road accidents already, in metro manila alone.

I'm not sure that my country allows people to talk on a cellphone while driving a car or not! In my opinion, I think it's illegal for us because I've heard this kind of stuff before but so many people that tried to break this law and they don't care, they thought they could use cell phone all the time they want, it's liberty of people! I mean like this law about using cellphon while driving is not too strict in here not like other countries that real strict on this thing. yeah that's why! Thank you.!!
