US Legal System

Do you think the US legal system is to hard or to soft on criminals? We seem to more & more prisons built and they fill up very quickly. Is this from to many being convicted or to harsh & long sentences eing handed out or the prisons have gotten to soft and easy to do the time? Give me your thoughts even if you are from another country.
