Is genetic manipulation of the dna possible?

With advances in echnology would it be possible to breed more biologically perfect human beings(Eugenics) although its regarded highly unethical right now?.More importantly would it be possible to regenerate cells which normal humans can't at a certain stage of evolution(The salmander effect?)..finally how far can we possibly go with genetics.

I think it will be possible for us to breed the 'perfect' human in the future. I hope that we realise that it isn't the best thing for us before we start it, although I'm pretty sure it will be used to get rid of diseases that are spread through generations.
