I know part of the answer you seek!! Yes, keep them in the refrigerator until you're ready to plant. BUT googling the best time of year to plant would probably be your best bet on the first part of your inquiry, as I am not sure. Sometimes it says on the package if you bought them like that.

I planted some serval years ago and they did quite well. Hubby has killed most of them off now but there are a couple that have survived the lawnmower.
I see the refrigeration question has already been answered. I'm trying to remember when I planted those. If memory serves me is was mid to late March or beginning of April. You are a bit north of me so shouldn't be too much of a difference.
