Well rice is one of the cheapest foods there is and you don't necessarily have to buy sushi rice which costs a bit more and is harder to find.
As one of the other contributors said you can make it cheap by making veggie ones woth carrot, peppers, cucumber, etc.
Or you could use tinned tuna or salmon inside a roll if you can't get fresh or is it is too expensive. Try rolling the rice in sesame seeds to make it interesting without costing the earth

I agree, get sticy rice and a fresh piece of Tuna or Salmon, chunk it out and put it on top of the rice for a nice piece of Nori. with just a touch of Soy and Wasabi, you have yourself some cheap sushi!!

cheap sushi? since you're in Surabaya I recommend you to make it by yourself. Find all ingredients on the early morning market in Jagir, Wonokromo. Sure you'll get the cheapest price. I am not kidding, there a lot pf fresh sushi ingredients in there.

I would be very interested in not only hearing about how to make sushi for less, but I'd also like to hear about some really tasty recipes that you all have tried.
