Before making a telephone call, do you ever rehearse what you are going to say?

It depends on the importance of the call.
If I call Aunt Margret, I would most likely never rehearse before the call.
If I am applying for a new job, I would not only rehearse the first sentence(s) ("Good morning, this is Peter Falk speaking, may I talk to Mr Whatsoever"), but I would have a list of important things to ask or say on the desk.
