I think this is very possible but it is very hard. We could stop a scam or fraud site by distributing the reviews and feedbacks from others who have been scammed by a specific site.

I think Charles Ponzi must be sad knowing that today some people associates his scheme with scam. ;)

I don't know whether we can stop the scam in hyip's but one thing i know as an investor is diversify your investment so that even if one is reported to be a scam then you have some other ways to earn also : If you are still looking to find a good HYIP's then i can suggest a few.
