I am just wondering wherever you inquire about the tuition fee of an International School why is it too expensive. Does anyone knows why?

Unfortunately, filchi, education, particularly international education, is now as much a money making exercise as anything else. It's a multi billion dollar industry now, and high fees are why.
All you can really do is ask the school for either exemptions, concessions, or look for an alternative school. Consumer law doesn't usually apply to fees, just services. If nothing else, the answer you get will give you the basic logic of how fees are charged, and the standard response to questions like that.
The real danger is that you might wind up paying for an unaccredited course. Suggest you check in your home country first about what's a recognized qualification and what isn't. Many online courses are quite worthless as professional qualifications.
