Could PayPal bring down rating of sellers?

I paid to one company for the webtraffic to my website by PayPal. I was not sutisfied at all (all their visitors ware fake), I tried to contact to them, right letters, ask about refund. no way. I sent letter to PayPal and told that I am not sutisfed with that company's sevice and want leave like feed back for next their clients. PayPal answer me that I could go to resolution center and discussing with the seller about their service. I think that PayPal shuld make a feedback rating as a eBay and we as abuyers could see that customers sutisfied. Now we could see only how many customers paid them. but it not necsery that customers sutisfied. If somebody had similar expirience tell please!
