How to make friends?

I am a girl who don't speak much when many people gather around. I don't have many friends. My best friend has no time to meet me after her marriage because it is too far to get together. My best college students went to the other cities after the graduation. Now I am alone with no good friend except my husband.
I usually don't know what should I say when people talk something for fun. I don't know about humor. I can't control the talking technique.
How to make friends if you are the person like me? Or how you make friends? What kind of person you are?

it is difficult to make friends if you are shy. I find it hard sometimes. I think you need to try and join a group or a club and that willhelp you find people to talk to. That is how I have found some friends.

You are a luck one. Yes,I am shy. I try to not to be. But it gets times to change yourself and it is hard. I'd already taken some classes and met some people. During the time I did find a few friends, but it can not last for ever. People move here and there. When the time is long,people forget sth or someone.
