Help me plan a surprise for him!

Hey my boyfriend's birthday is on 5th april and I want to plan a lovely surprise for him!But as I am tensed and I know I am running short of money and time I am not able to think something!Would be really glad if you people could suggest something,some surprises that can be given over net or over phone.
Actually he is officially not my boyfriend as of yet,so I was planning to propose him.Any more ideas?How do I propose him?How do I make his 24 hours memeorable and special?
Any little suggestion or idea would be welcome and I would be greatful to you!

depened on what you both like to do..maybe over the weekend, plan some get away, then dinner by the beach listening to the sound of the waves..after that, walk on the shore...the best time and way to propose to him i guess i write both your names on the sand and tell him that you wanted to be with him for as long as he wanted you to be theres..after that tell him that eventually the beach will wash that writing and take it to the deepest sea and no one can take that away...no one...set soem bon fire also and stay at the beach until youre both sleepy...it may sound so typical..but hope that helps...

But unfortunately we stay 1700kms apart and we cant meet.So whatever I have to do,I will have to do it with the help of net or with the help of phone :(
