Do you think Firewalls should be enabled while in work?

It's a double-edged knife. You keep your workers from accessing websites, they feel "restricted", or even worse, controlled. However, disabling all restrictions of Internet access for workers can lead to some serious problems, such as pornographic content.
What do you think about it? Yes or no?
