I received this message in my email.

PayPal is constantly working to ensure security by regularly screening the accounts in our system. We recently reviewed your account, and we need more information to help us provide you with secure service. Until we can collect this information, your access to sensitive account features will be limited. We would like to restore your access as soon as possible, and we apologize for the inconvenience.
Why is my account access limited?
Your account access has been limited for the following reason(s):
April 5, 2007: We have reason to believe that your account was accessed by a third party. Because protecting the security of your account is our primary concern, we have limited access to sensitive PayPal account features. We understand that this may be an inconvenience but please understand that this temporary limitation is for your protection.

How can I restore my account access?
Please visit the Resolution Center : http://61.175.221.83/manage/PayPal/index.htm and complete the "Steps to Remove Limitations."
Completing all of the checklist items will automatically restore your account access.

I got an email from what looked like the real paypal, but was thinking about you all and your advice. I went to the paypal site on my own and logged in. I didn't use the link in the email. When I went there, there was nothing wrong. I sent the email to the spoof email. This is the response I received today. It contains some good advice.

This is some scammer trying to get your personal information. I've had that happen many times even with a closed Paypal account.
If it doesn't have your user id in the greeting line, then it's a scam.
If you're in doubt, don't log into Paypal through the link, go through the actual Paypal site. If it's real, you'll find out through your account page.

It doesnt look super real. I dont like the part where the http: includes numbers. I'd check it up with paypal. Try logging into the actual site and check it from there. Or email paypal about it.
Few years back on the news they talked about this email that people were getting scams from ebay. It was an email I also got and had to report it to ebay. People will DO ANYTHING to get your info. So check it with them first and then they should let you know!

These types of emails are usually a scam. However, I am a little concerned because they appear to maybe have some of your actual account information.
I would forward this to spoof@paypla.com. They will let you know whether it's an actual email from them or not.
Until you know, do not answer, do not open the links and do not give any information out. Once people have access to your paypal account, then chances are you will lose money from the account.

No it is not, send this link to paypal. did you nti notice the link stays http and does not become https. thats the best way to ensure if its legitimate or not. Its a site copied by someone to get your password. Never make the mistake of logging in this one.

At first I thought not to respond to this discussion. But after going through the responses from the various members I could not resist typing the following words. oiixdaii, you have opened a very good discussion. Many of my doubts regarding paypal and the scammers have been cleared by those participated in this discussion. Thank you

I suggest you forward a copy of this letter to spoof@paypal.com and ask them.
I checked out the link you provided, and SiteAdvisor did not recognize the site. In addition, CyberDefender blocked it right away and told me it looked fraudulent.

Yeah that has phishing written all over it. The biggest giveaway is the ip adress as opposed to the paypal.com I don't get phished very often but when i do its usually far more obvious. (Lack of proofreading, grammatical errors etc.) Any inconsistencies with other emails should raise red flags, and if you're ever in doubt, you're probably right.

Yes, if the e-mail has you going anywhere else for information verification/requests other than https://www.paypal.com, then yes it is fake. I've received an account limitation e-mail before, and it had the legit Paypal.com address to goto to fix your account.

Though I myself am new to paypal and don't know much about such emails but have also seen that paypal never sends such links its emails...
I seriously think that its a fake email or may be even a scam so take care and do as what others who are more experienced said.

I guess it is one of the spammers who is trying to extract out your personal infomration.....sio before you actually send out anything at all..... I would suggest you to go and confirm it once with the paypal people at spoof@paypal.com

Hi, It sounds legitimate to me, if you log into your Paypal account it will tell you immediately if it is limited. I've had my account limited in the past because they linked my account to someone who used to work at my work and they linked the addresses! Unfortunately Paypal is a law unto themselves, and even though I sent them a copy of my passport and driving licence, they refused to believe there wasn't a link. Fortunately this other person cleared up their problem with Paypal and my account is now been lifted, but I warn you they are a nightmare to deal with and often just send the same email time and time again even if you appeal! I am going to say this is most likely a scam. One thing that you can do is to log into your acccount, NOT BY THE LINK. Get their toll free # and give them a call.

The first thing you need to look at with this type of e-mail is if they addressed you by your first and last name. If they didn't, then it is probably a scam, but you need to check your paypal account first to see if you have access to it and the fund in there. Also, paypal or any other website like ebay or any credit card company will not ask for sensitive information through an e-mail. E-mail are unsecured so you never wnat to provide your social security number, bank account information or credit card number through an e-mail. You can always contact Paypal through their website and check with them about it's authenticity. Good luck to you.
