prttynpnkw83 i think its mainly the United States. How ever you could always try to get something funded over there that would help pet owners get their animals fixed. You could always google paws and see what you can find. Good luck

prttynpnkw83 a paws certificate is something the state does (at least here in california) that will take some of the financial burden off of a pet owner. In my case the certificate is for 50 dollars to get my cat spade. Most vets charge about 60-70 in my area i'll still...
