Is China a civil society?

In China,I often feel that there is huge amount of population but few civil people.So,what do you think about it?

RockRick hello,chiyosan I think you misunderstood my word,"civil people" means that the people who willing to have civil rights and think in civil way,not the people "in the city or in the suburbs".
