How many times have you heard, or said, I'll quit tomorrow?

Loving someone who is a functioning alcoholic. I say functioning because he has a job. So many times I have heard this, "I'll quit tomorrow". But tomorrow never comes and he's drunker than ever. I'm trying to understand this...
