z3louco2 NFSMW of course! Why? Better story, more action, harder to beat. Both are great and I've completed both as well.

z3louco2 I completed GTA:SA It's a very nice game and it's hard to get bored of it. The ending is very cool, finishing the story of the game. One of the best games I've beat
