I think there has something happened to my photo or my camera,lead to the blur of my photo.But I don't know waht happended.

As you see,this photo looks very blurs,eventhough it was taken in a rain day.I have adjust my camera's contrast,brightness,and brightness of the camera many days ago,but the photo still looks bulr.I want a good advice.Thank you!
