Should waiters get tips?

My favourite radio station was discussing tipping this morning. It's one of those topics that's always going to divide people. Apparently some restaurants around here don't pay waiters at all but expect them to work exclusively...

CatLast Here in our country, it's always up to diners whether to leave a tip or not and when we do, it's up to us how much we'll leave on the table.
