So far what is the best and worst ISP for you? Im based in Cebu and so far Globe is the worst PLDT is better.

PLDT is a sister company of smart, when i asked PLDT for an internet service they told us that our barangay did not have the "wires/station whatever" yet capable for dsl, so they recommended Smart Bro, so far Smart Bro speeds indeed depends on your location...
