Mrki Krki @Victory9 If you mean format disk, it will erase everything including entire OS so it is not recomended if you don't know how to install it again. Sorry I can't help anymore since I don't access to browsers and I never seen this type of error in webrowser.

Mrki Krki @Victory9 You are using Windows OS? Try start Microsoft Edge. It is much better than Internet Explorer and it should already on Windows.
