Ever since season one to season 6 of 24, they keep mentioning division, orders from division and so on. so who or what is this division ? can any body help out here?

i have seen the impact and exitment the 24 has on alot of people. shouldn"t there be a movie of 24 staring kiefer sutherland as the JACK BAUER? i am sure that fox tv will not regret it. please what is your opinion?
