Are Maltese dogs harder than other breeds to potty train?

We are having a terrible time potty training our male Maltese puppy. Do you think Maltese are more difficult to train than other breeds? Any advice on how to train?

golotomer He is 7 months old. My other dog, a female was trained on the pads but he doesn't do anything on those except chew them up. We didn't get him while he was still young enough to work with and obviously the people that had him didn't do much.
