Can NTC really block a phone?

My brother in law was held up just recently and gone is his newly bought cellphone. It's a pity because he really saved up for it. I told him that NTC is able to block a mobile phones IMEI number. If it's blocked there's no way...

jemix_1972 my phone just recently lost. i wanted to block my cellphone. i still have the IMEI#. what should i do? i don't care if the cell shop will unblock it at least they spend a little as a consolation.
