Lemmeatem Yes, all of these are handed out in public to let them know if it actually happens. And so far I havent heard any muslim abusing his powers to turn around Shariah.

Lemmeatem A person isnt punished until he breaks a law, so he has all the chances till he breaks one. Who will want to steal anything if he knows his hands will be chopped off?
