How is it possoble to format a USB drive with bad Track 0

Do you know if it is possible using some tool to format an USB drive with bad Track 0? Or do you think that if for some USB if the Track 0 is corrupted, its better to throw it away? I have one USB pen drive like this... Need...

Have you ever heard of 32 GB pendrive... This is the first time i have heard of a 32 GB pendrive... And guess what... for just RS 450 ($10)... I just cant imagine... how??.... Well! My friends dad had gone to Delhi- India.....
