Is $0.25 pay per review in ciao is gone?

I received a newsletter fro ciao, with this line "although the $0.25 per review incentive is gone......" Please enlighten my mind about this. I opened all newsletters, yet it did not mention about losing the $0.25 pay per review.

I see i my reviews some are opened andread by others, but they make no comments or they dont rate it. Can I earn from it?
