I am currently considering putting ads on my blog and website at the moment and I'd like to know some good, legit advertising companies that pay per paypal and dont mind about a low traffic site. Anyone have any suggestions???

mccanono Bidvertise is one of the best alternatives for AdSense. They also pay via PayPal. There are certain countries though that are banned on the site itself and this includes the Philippines. Too sad for me though.
