I was just curious, I have two cockatiels and a parkeet. I hear that they don't usually speak if they whistle. I've heard they really won't speak if they have each other to whistle with. Is this true?

My cockatiels always hang out on top of their cage. They always have their bums hanging off the side and end up pooping around the cage. Are those higher priced cages with the little wings coming out worth the extra price? How...
