Almost every cat will do this for two reasons. If at all possiblle a cat will not 'go' in another's 'potty place', so he's marking it. Also cats prefer to go where they can smell their own scent. It's a territorial thing for cats of all sizes, even the big cats like tigers and lions.

All my cats seemed to do this and it drives me absolutely crazy. I clean it every moring as a part of routine and would love for it to stay clean for a little while at least! They are like kids. Once I do dishes there seems to always be another dish that ends up in the sink. Grr. LOL Vicki

If your cats wait til you are done cleaning the litter box out then you are doing better then I am!
I have three cats, and between them I am almost sure to get at least one of them trying to get into the box WHILE I am cleaning it out! It is very annoying yes, but as others have said cats are territorial and as such its really no surprise to me that they want to rearrange their boxes as soon as they can.

We were very smart. The cats went outside and there was no litter box. The cat I had when we had our dog Timmy, went outside. The cat I got when we were just married, went outside. They were outdoor cats. But I guess it has to do something about territory. All cats are like that.

Every cat I've ever had does this! They won't use it, no matter how bad they have, to until you clean it, right? And they make a point about it. Can't even set your keys down before they let you know. So you clean it. And walk away for 10 - 15 minutes. Let them have their go at it. Then you clean that load out and take the bag of poo out to the trash. And when you get back in, what do you hear? The cat scratching in the box again! Guess they don't want it TOO clean. They might forget what it's for, I'm guessing.

If I got a penny for every time our cat did that I would have a total of $14.56 extra a year. We have 2 cats. I know does not seem like much but you figured cleaning the box 2 times a day, then Prince or Marshmallow decide they must make sure that there is something in there.
If the cat would pay me my money to clean his litter box, he would get an extra treat.
I think every cat has an obsession of independence so that even when we clean their litter boxes, they are looking at us laughing and saying, "So you thought you would win." and then proceed to make a mess proving who is truly in charge.
It is funny however.

NOT only does my (4) cats and (2) kittens( litter mates) go in right after we scoop, they will sit there and watch my daughter or myself clean them. I have two indoor out door cats and yet when they come in, they have to use the box.. also my cats are territorial over the 3 boxes i have...I grew up wiht cats..And i love them

Any cat that I ever had did this very same thing..I am like "hello" couldn't you do that before I cleaned it? Of course not...I had three cats one time and they all jumped in the box at the same time and I wasn't even done filling it with clean litter....LOL...Shrek, Feona, and Elle Mae were their names...talk about goof balls....Fresh is nice but could it last more than a split second....lol..Always scooping the poop..

Being that cats are territorial it's really no surprise. a lot of cats do it.
My cat doesn't always have to go, but he'll pretty much go in and move the litter around every time I clean it. You just cleaned it and they need to go reclaim their territory.
