It helps to have a good camera, but it is harder to klnow what "good" means when you are buying one.
You do not need a lot of megapixels or a huge zoom, but if you s=do have zoom, it must be OPTICAL zoom, not digital.
A viewfinder is essential: never get a camera which only has a screen to compose your pictures.
As to HOW to make good pictures, be aware of what is in the picture...not just the subject, but the things around and about the subject. Look for interesting viewpoints and new ways to show your subject.
Fill the frame! And don't take very picture from eye level: crouch down, climb higher.
Join a camera club or an online photosharing web site. I highly recomment www.betterphoto.com ~ ask people on the site to critique you photos, and take their comments on board: you cannot help but improve!

It takes a lot of time doing that. Photography is a very complex thing. But if you're a casual picture-taking freak like me, I'll offer this few tips on how I do my shots...
1. Don't ever take shots behind a bright light because the image under the light would look like a shadow(e.g. a picture behind the sun setting down). If you do, be sure to have the flash on, it always works for me.
2. Be still, don't be shaky. It really takes decades for me to learn this. But I never did.
3. Don't use the zoom feature too much. If you do, be sure you're in a good lighting condition, and you're using the right amount of zoom. I always fail to take a good shot in such environments where zooming actually makes the picture foggy, no matter how good my camera is.
4. Take a good look before taking the shot. If you're using a digital camera, you can see what it would look like in the LCD screen(I think not all cameras have those though). Imagine what you wanted the shot to be, and always examine the lighting condition of the background. Light is the key element in photography, and it always affect the kind of shot you do.
There, some lousy tips from a casual picture-taking freak.

Well one thing I could add is that photography is a complex area. It actually depends on the eye of the photographer and how much he knows his or her equipment.
A good camera will not really bring out great pictures but it depends on the user. I can only say that get to know your equipment best then start looking out for the best subjects.

In fact, to take a good photo is really difficult. because it depend on your purpose, your art eye, your style....but just improve the quality of picture you should
1) find the focus for the picture.(like person, animal, flower, nature)...and try to describe that focus in a good background.
2) make sure that always have enough light for taking photos. because too much or too less light will make your photos too expose or too dark, it not good for your photos
3) take picture when battery not too low, because too low battery will affect to the photo quality
