Do you give a tip if you are unhappy with the service?

There was a report on TV the other day that people in the UK are so much against confrontation that they are prepared to pay a tip for services received even if the service was appauling and really bad. I must say that I refused to pay a tip before when I was really annoyed with a poor service, but if it was okay but not great I give a little extra. I do pay extra though for good service?
What about you?

It all depends where I am, If Im on holiday anywhere abroad then I will always leave a tip, regardless of service as I know they usually dont get paid much, if Im home (in the uk) then I dont tip if I have received bad service as I know that they get at least min wage, and I have lived off min wage in the past so I know it is possible to pay bills with it.

Good point. But even then I would expect at least a minimum standard of service. If someone is rude I wouldn't give one for sure.
